SUBJECT:

PROJECTED DECOMMISSIONING ACTIONS FOR POWER REACTORS (JUNE 1, 1985 THRU DECEMBER 31,1985)

Recognizing the thrust in the area of decommissioning, Peter Erickson has -

highlighted the following efforts to be undertaken for power reactor decomissioning.

1.

Humboldt Bay Unit No. 3, 50-133 The Humboldt Bay decommissioning plan and environmental plan of July 30, 1984 are now under review. A total of 90 questions were asked in our review to-date. The licensee has responded to nearly all of the questions and we are now reviewing those responses. Letters from 71 individuals have been received and we are in the process of acknowledging these. Our target date for publishing the draft EIS for this decommissioning is July 31, 1985.

The target date for issuance of the final EIS and approval of the decomissioning plan is October 31, 1985.

Indian Point Unit No. 1, 50-3 The licensee has submitted a decommissioning plan for Indian Point Unit No. 1, requested changes to the technical specification and an amendment to a possession-only license. Our review of their proposal is not scheduled at this time.

It would be prudent to begin the review of IP-1 in June 1985. This effort would require about one year to complete.

Femi Unit No.1, 50-16 The Femi Unit 1 possession-only license is scheduled to expire on June 30, 1985.

Detroit Edison, the licensee, intends to request a 40-year extension to this possession-only license. When Femi Unit 2 is shutdown 40 years from now, the licensee intends to remove the residual activated and contaminated components from Unit 1.

A decommissioning plan and environmental information must be submitted to support this long-tem SAFSTOR decommissioning option. A request for extension must be submitted by May 30, 1985. This effort would require about one year to complete.

Peach Bottom Unit No. 1, 50-171 This plant has been shut down since 1974 and has been issued a possession-only license with technical specifications appropriate for a facility in the SAFSTOR mode. When the Decommissioning rule changes are made final, the licensee will be required to submit a more complete decommissioning plan that discusses ultimate dismantling /decon of the facili ty. The licensee has two years after the new rule is final in which to submit this plan.

Vallecitos BWR, 50-18 This plant has been shut down since 1963. A possession-only license.

Dresden Unit No. 1, 50-10 Dresden Unit No. I has been shut down since 1978. We may receive a decommissioning plan from the licensee as early as this summer.

Unless hearings are involved we should complete our action on the Dresden application by July 1986 if we receive their plan this summer. The licensee intends to select the SAFSTOR option for decommissioning based on the fact the fuel remains on site in the fuel storage pool. The licensee has not, however, indicated the timing of their decommissioning plan submittal. The new rule will require a decommissioning plan within a maximum of two years after the Final Rule is published.

In addition to the effort on the six power reactors listed above that are now shut down and in various stages of decommissioning, the new rule will require a limited amount of information and/or analysis from all power reactor licensees to be submitted. This information and analysis will require a lead PM to coordinate the review activity. Comment period on the new decommissioning rule expired on May 13, 1985. When the new rule is final, all power reactor licensees will have two years in which to submit a proposed decommissioning funding plan or a certification that financial assurance for decommissioning
