Dear Mr. Lee:

We have reviewed the various responses you have submitted related to our October 16,1984, " Preliminary Report Related to the Restart and Continued Operation of the Fort St. Vrain Nuclear Generating Station" and the subsequent meetings. Our review of the germane submittals is presented in the enclosed Safety Evaluation (SE).

Our review indicates that numerous issues have been resolved.

There are, however, additional issues which must be resolved prior to plant restart and some longer term issues for which commitments for resolution must be acceptable prior to restart.

Some of these issues are addressed by the enclosed SE; others will be the subject of separate correspondence.
