Dear Mr. Ratner:

I am in, receipt of your letter dated April 12, 1985 in which you stated:

I request that you agree on or before April 16, 1985, to void all the confidentiality agreements to which I am a party; revoke all NRC claims of confidentiality or privilege for any and all documents involving G.E.'s WMD, including specifically, all cited NRC reports, the Petition, Chapter I and Chapter 11 and the letters to.

Mr. Jones and Mr.- Taylor.

If you do this, I will before publication, eliminate from both letters any reference to projected submission to Congress.

As you are aware, the NRC is in the process of reviewing for purposes of public disclosure the documents you submitted as part of your petitions, as supplemented, under 10 CFR 2.206 of the Commission's regulations.

In addition we are reviewing the inspection reports referenced in Mr. Puckett's affidavit before Judge Brissenden and the letters to Mr. Taylor and Ms.

Axelrad which enclosed an unsigned letter to Mr. Jones.

However we have no intent to revoke valid claims of confidentiality or privilege based on the Commission's regulations for all documents involving the General Electric Company's Wilmington Manuafacturing Department.

Our reviews are ongoing.

Your original petition with enclosures are not subject to withholding and may be disclosed to the public.

Chapters I and &

II of your petition contain exempt information which may not be disclosed.

The expurgated versions of Chapters I and II may be disclosed to the public and are being sent to you under separate cover by a copy of a letter to Judge Brissenden.

In respect to your " projected submission to Congress", let me make it clear that you are free to contact members of Congress at any time.
