i Our July 19,1996 letter requested NRC approval of the GPU Nuclear Emergency Plan, Revision i1. That submittal included a copy of the GPU Nuclear Emergency Plan, Revision 11, and an attachment that summarized the forty-three (43) changes that comprised Revision 11. Our September 10,.19% letter transmitted an additional change, for. + clarification and consistency, to be included in Revision 11. Our November 22,1996 letter transmitted our response to a request for additional information (RA1) that was discussed during a teleconference on November 18,19%. The purpose of this letter is to document further clarification to our RAI response pertaining to Change #37 that was discussed during a teleconference with NRC reviewer. l t l ./ h l p' Attachment for Revised Corporate Emergency Plan, Revision 11, Additional RAI Response l l Change 37 - Provide justification for deleting the reference to the Emergency Management line to GPU Headquarters. l l Response given in November 22,1996 letter - TMl maintains telephone communication throughout the entire GPU system using a company-owned microwave and fiber optics links (i.e., tie-lines) system. Access to this system is through the plant telephone system which bypasses potentially congested public use circuits. l This system would be the prefermd system to use to contact GPU Headquarters if such contact became necessary. Derefore the separate commercial Emergency Management line is no longer needed it should be noted that this Emergency Management line was never needed or used during any drill or exercise. Further clarification - GPU Headquarters will still be serviced by normal commercial telephones. Hence, if communications to GPU Headquarters were necessary, even though none is required to fully implement the Emergency Plan, there would be normal commercial telephone or the GPU telephone lines available. GPU lines are a combination of fiber optics backed up in some locations, such as TM1, by a microwave system. i a Page1of1 ,_.}}
