SUBJECT:

CONFIRMATION OF CONCURRENCE - E. I. HATCH REQUALIFICATION DOCKET NOS. 50-321 AND 50-366 This letter refers to the results of NRC examinations administered to personnel licensed to operate the Edwin I.. Hatch Nuclear Plant at Baxley, Georgia. These examinations were administered September 8,1984; October 31 - November 9,1984; March 11-14,1985; and July 15-18, 1985. Examination Reports 50-321/0L-84-01, OL-84-02, OL-85-01, and OL-85-02 detail the Commission findings from these examinations. This letter also refers to the Region II letter to Georgia Power Company (01shinski to Kelly), subject as above, dated December 13, 1984.

As a result of the above referenced comunications, and the items contained in the Confirmation of Action letters issued to you on October 16, 1984; November 9, 1984; and March 15, 1985; we have examined your corrective actions and have veri-fied the following:

1.

The accelerated requalification training administered to the licensed operators at Plant Hatch has substantially. improved the' knowledge and performance level of these personnel.

2.

The performance of the Plant Hatch personnel on NRC-administered examina-tions has demonstrated GPC's ability to upgrade the technical proficiency of its operators.

3.

All personnel who have successfully completed Hatch (and, as appro-priate, Comission) evaluations between September 1984 and July 1985 are eligible to perform licensed duties, subject to their respective license and 30 CFR 55.31.

This concurrence is based on our understanding that GPC has, or will, complete the following actions:

1.

Submit, for approval, a Requalification Training Program which Plant Hatch will use to maintain the standards it has established.

2.

Implement said program in accordance with 10 CFR 50.54(1-1).

3.

Ensure that specific management attention is given to the development and implementation of requalification training for all licensed personnel.

l 4.

Give additional training to those individuals identified in the enclosure.

l Evaluation of their status will.be made via a GPC-developed, NRC-approved l

written examination and an NRC-administered simulator evaluation.
