10) John Mueller to U.S. Nuclear Regulatory Commission letter, dated November 1,1996; transmitting Additional Information in Support of Zion Station's Conversion to the Improved Technical Specifications The purpose of this letter is to supplement Commonwealth Edison's previous submittals proposing Improved Technical Specifications for Zion Station.

In References 2 through 10, Commonwealth Edison submitted, pursuant to 10 CFR 50.90, a proposed amendment to Facility Operating Ijeenses DPR-39 and DPR-48. The proposed amendment would completely revise the Technical Specifications (Appendix A to the Operating Licenses), using the guidance provided in Reference 1 to produce a set of Improved Technical Specifications (ITS) for Zion Station.

Following review and discussion of the submittal and various issues with the NRC staff on November 20 and 21,1996, additional changes to the Zion ITS submittal have been identified. Attached to this letter are a summary of the issues, and the associated changes to the previously submitted ITS packages (Attachments 1 through 4).

Attachment 1 is the change package for the Component Cooling System. Additional l information concerning the Component Cooling System definition of an OPERABLE l ilow path, heat exchangers and pumps are provided, and new Conditions with associated i Required Actions and Completion Times for CC heat exchangers are proposed.

Attachment 2 is the change package for the BASES for electrical Operating LCOs (AC l i Sources - Operating, DC Sources - Operating, Inverters - Operating and Distribution i Systems - Operating) that clarifies the design basis assumptions for the electrical sources

and distribution to be consistent with previous changes to Shutdown Electrical LCOs.

Attachment 3 is '.he change package for the Fuel Handling Building Exhaust Filtration System (FHBEFS) LCO and BASES to specifically identify that the required mode of FHBEFS ope:ation is the post-accident mode. Attachment 4 is the change package for

the addition of a Surveillance Requirement to LCO 3.6.6, CS and RCFC Systems, that ,

provides for the monthly determination that flow through the RCFC units will meet the minimum flow requirements for accident conditions.

These proposed supplements have been reviewed and approved by Commonwealth Edison Onsite and Offsite Review groups in accordance with Commonwealth Edison procedures.
