MAY I 61985 General Electric Company ATTN: Mr. Eugene A. Lees, General Manager Nuclear Fuel Manufacturing Department P. O. Box 780 Wilmington, NC 28402 Gentlemen:

SUBJECT:

REPORT NO. 70-1113/85-02 On January 7-11, 1985, and March 14, 1985, NRC inspected activities authorized by NRC License No.1097 for your Nuclear Fuel Manufacturing Department. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.

The inspection findings indicate that certain activities violated NRC require-ments. The violations, references to pertinent requirements, and elements to be included in your response are presented in the enclosed Notice of Violation.

Your attention is invited to Paragraphs 4.b and 4.k of the enclosed report which discuss additional examples of a violation for failure to follow contamination survey and cleanup procedures cited in the Notice of Violation sent to you in our letter dated February 7, 1985. These additional examples were identified prior to your receipt of our letter dated February 7, 1985. In view of these additional examples, you should reconsider your response to the Notice of Violation contained in your letter dated March 7,1985, and inform this office if changes to the response are appropriate. In addition, in light of these additional violations, you should reconsider your responses of March 1,1985, and April 5,1985, to our letter of January 31, 1985, in which we expressed concerns about the implementation of your radiation protection program, and provide additional information pertaining to actions to be taken to further improve the effectiveness of your program, where appropriate.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will be placed in NRC's Public Document Room unless you notify this office by telephone within 10 days of the date of this letter and submit written application to withhold information contained therein within 30 days of the date of the letter. Such application must be consistent with the requirements of 2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the clearance procedures of the Office of Management and Budget issued under the Paperwork Reduction Act of 1980, PL 96-511.
