SUBJECT: REPORT NOS. 50-327/85-10 AND 50-328/85-10

On March 6 - April 5, 1985, NRC inspected activities authorized by NRC Operating

License Nos. DPR-77 and DPR-79 for your Sequoyah facility. At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

i Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

.The further examples of failing to implement procedures described in paragraph 11

of this' report are similar to a violation cited in inspection report 50-327,

328/84-38, concerning a nonconformance report (NCR) dealing with radiation

monitors. As stated in your March 15, 1985 response to that violation, your

staff concluded that the cause of the violation was a lack of management control

which did not ensure timely reporting of potential nonconformances. The handling

of these and other NCRs, your procedural controls for initiating and processing

NCRs, and your personnel's understanding of their NCR responsibilities are still

under review by the NRC. Results of future and ongoing inspections will be

evaluated to determine if additional enforcement action is warranted.
