NRC STAFF NOTICE OF ISSUANCE OF CORRECTION TO AMENDMENT OF ORDER AND MOTION TO CONFORM PROPOSED TECHNICAL SPECIFICATIONS IN ACCORDANCE THEREWITH The Director, Office of Nuclear Reactor Regulation (Director) has issued the attached Correction to Amendment of Order, dated September 20, 1985, pursuant to his authority under 10 C.F.R. 6 2.717(b). This Correction modifies the Proposed Technical. Specifications revised by the Director's Amendment of Order issued on August 8,1985 to correct editorial and typographical errors in the Proposed Technical Specifications but other-wise dnasf not affect the substance of the Amendment of Order or supporting safety evaluation. The, August 8 Amendment of Order is to become effective on September 23, 1985. Notice of its issuance was provided to the Board and parties by the NRC Staff's Notice of Issuance of Amendment of Order and Motion to Conform Proposed Technical Specifications in Accordance Therewith, served on August 29, 1985.

This Correction to Amendment of Order will be effective on September 23, 1985.

Pursuant to an Order of the~ Commission, dated May 12, 1980, this Licensing Board has been designated to conduct the proceeding with respect to the proposed formal license amendment incorporating the Technical Specifications proposed in the February 11, 1980 Order.

In order to conform the Proposed Technical Specifications with the actions taken by the Director, the NRC staff hereby moves that the Proposed Technical I

Specifications be fonnally modified to conform to the Amendment of Order as revised by the attached Correction to Amendment of Order subject to the authority which 10 C.F.R. Q 2.717(b) explicitly preserves in the presiding officer for purposes of this proceeding.

Formal amendment of the license will, of course, await the outcome of the prospective hearing.

CORRECTION TO AMENDMENT OF ORDER On August 8,1985, the Director, Nuclear Reactor Regulation, issued an Amendment of Order to be effective September 23, 1985, modifying certain limiting conditions for operation and their corresponding bases in the Proposed Technical Specifications to more correctly reflect the systems or equipment that are necessary, based on the present status of TMI-2. The Director's action was supported by the staff's safety evaluation issued concurrently with the August 8,1985 Amendment of Order. The changes to.

the Proposed Technical Specifications, which included the deletion of the closed cycle cooling water systems in Section 3.7.3, contain two errors of an editorial nature. Proposed Technical Specification page 3.7-1 correctly deleted the requirements of Sections 3.7.3.1, 3.7.3.2, and 3.7.3.3, as addressed in the staff's safety evaluation. However, in the revised Proposed Technical-Specifications the licensee failed to delete Sections 3.7.3.2 and 3.7.3.3 from page 3.7-2, although these sections had been correctly modified and added to page 3.7-1.

On page B 3/4 7-1 of the Proposed Technical Specifications, the licensee neglected to list Section 3/4 7.3.3 MINI DECAY HEAT REMOVAL SYSTEM (MDHRS), which, although correctly deleted as addressed in the safety evaluation and authorized by the Amendment of Order, should nonetheless have been listed on that page.

2 Unrelated to the actions authorized by the Amendment of Order, the licensee has identified a typographical error contained on page B 3/4 7-1 of the Proposed Technical Specifications.

In Section 3/4 7.6 FLOOD PROTECTION, the value 301 ft, should be 302 ft. The correct value, 302 ft., remains unchanged, consistent with the current Proposed Technical Specifications.

Accordingly, the Amendment of Order dated August 8,1985, is hereby corrected to incorporate the modifications set forth in Enclosure I hereto.
