NRC BIENNIAL EMERGENCY PREPAREDNESS EXERCISE INSPECTION

REPORT NO. 50-440/96009(DRS)

Dear Mr. Myers:

This refers to the inspection conducted by Mr. R. Jickling and others of this office on

l

September 16-20,1996, of activities authorized for your Perry Nuclear Power Plant, Unit

1, facility. The focus of this inspection was of your emergency preparedness exercise. At

the conclusion of the inspection, the findings were discussed with those members of your

staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within these areas, the

]

l

inspection consisted of selective examinations of procedures and representative records,

l

interviews with personnel, and observation of activities in progress.

The inspection included implementation of your emergency plan and procedures during

I

your biennial emergency preparedness exercise. The results indicated that you

I

successfully demonstrated the capability to implement your approved emergency plan.

!

No violations of NRC requirements were identified during the course of this inspection.

However, one exercise weakness was identified during this inspection which will require

corrective action. This weakness is summarized in the Appendix to this letter. As required

by 10 CFR 50, Appendix E (IV.F), any weaknesses that are identified must be corrected.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter

and the enclosures will be placed in the NRC Public Document Room.

Exercise Weakness

During the 1996 exercise, the licensee failed to provide a protective action

recommendation on the General Emergency initial notification form transmitted to the

offsite authorities as required per 10 CFR 50.54(q) and the licensee's emergency plan

implementing instruction. This weakness is discussed in Section P4.5.
