1, 2, and 3 Facility Operating License Nos. DPR-21, DPR-65, and NPF-49 Monthly Operating Reports In accordance with the reporting requirements of Technical Specification Sections 6.9.1.6, 6.9.1.7, and 6.9.1.5 for Millstone Unit Nos.

1, 2,

and 3,

respectively, enclosed are the monthly-1 operating reports for the month of October 1996.

Each Millstone Unit has recently chosen to. redefine.the nature of their continued shutdowns, due to the fact that the Units are 1

classified as Category III facilities which require NRC approval to restart.

Also, the NRC has issued a Confirmatory Order requiring implementation of an Independent Corrective Action Verification Program, and has issued an Order requiring a third-I party review of the Employee Concerns Program at Millstone Station.

This redefinition will affect some of the cumulative totals for forced shutdown rates in this report, and several other I

reports dating back to January 1996.

Previous reports may need to f}

be revised to reflect this change in definition of the continued i

shutdowns.

Any revised reports will be forwarded to the Staff in g

the.next monthly operating report, to be submitted no later than /g f v December 15, 1996.
