NRC Inspection Report 50-298/96-10 dated July 10,1996 Dear Mr. Gwynn In the referenced Inspection Report, you requested that Nebraska Public Power District (District) confirm on the docket the commitment to maintain the existing available valve factors for the motor-operated valves in Groups 2,3, and 8. This letter confirms the District's commitment to this action.

Engineering Procedure 3.33, "MOV Program," has been revised to maintain the established available valve factors (within the error analysis) for Groups 2, 3, and 8 with consideration for degradation allowances. The available valve factor values used are those recorded in the l

Report (ERIN Report No. R122-89-10.14, Revision 1, dated June 12,1996) and the Cooper i
Nuclear Station Generic Ixtter 89-10 MOV Program MOV Closeout Report (ERIN Report No. R122-89-10.13, Revision 2, dated June 12, 1996). These values will remain in effect until the basis assumptions for the associated group valve factors are adequately justified and Inspector Followup Item 298/9610-01 is closed.
