Thank you for your letter of August 6,1996,in response to NRC Inspection

Report 50-298/96-10 dated July 10,1996. The letter confirmed your commitment made

during this inspection to maintain the existing available valve factors, within the error

analysis, for motor-operated valves in Valve Groups 2, 3, and 8, including consideration of

,

degradation allowances. The commitment will remain in effect until closure of Inspection

,

Followup item 298/9610-01,following our review and acceptance of additional

justifications you intend to provide in support of the existing, or revised, group valve

factors for these groups.

in light of the above discussion and previous inspection results, we conclude that you havt

'

satisfactorily addressed your commitments to Generic Letter 89-10. Accordingly, the NRC

review of your Generic Letter 89-10 program is considered closed.

We will continue to inspect elements of your motor-operated valve program within the

framework of the NRC's routine and reactive inspection programs. We expect that your

program will continue to respond to new information on motor-operated valve performance,

such as the emerging issues described in Information Notice 96-48," Motor-Operated Valve

l

Performance issues." Additionally, we will review the areas of pressure locking / thermal

binding and periodic verification under Generic Letters 95-07," Pressure Locking and

Thermal 8inding of Safety-Related Power-Operated Gate Valves," and 96-05, " Periodic

Verification of Design Basis Capability of Safety-Related Motor-Operated Valves."
