SUBJECT: NRC INSPECTION REPORT 50-382/96-12 AND NOTICE OF VIOLATION

Dear Mr. Sellman:
An NRC inspection was conducted September 1 through October 12,1996, at your
l
Waterford Steam Electric Station, Unit 3 reactor facility. The enclosed report presents the
scope and results of that inspection.
Dui!ng the 6-week period covered by this inspection period, your conduct of operations,
i
mainenance, engineering, and plant support was generally good. We are concerned,
l
however, about two violations of NRC requirements that were identified. The first violation
is of concern because personnel continue to violate procedural requirements specifying the
,
use of measuring and test equipment. The second violation is of concern because the
appropriate engineering analyses were not performed to qualify the wet cooling tower
'
basin water as a source of emergency feedwater.
These violations arc cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detailin the enclosed report.

Please note that you are required to respond to this letter and should follow the

instructions specified in the enclosed Notice when preparing your response. The NRC will
l
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.
