o Washington Public Power Supply System Box 1223 Elma, Washington 98541-1223 (206)482-4428 July 17, 1985 G03-85-386 Docket No. 50-508 Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C.

Subject:

SUPPLY SYSTEM NUCLEAR PROJECT N0. 3 CONSTRUCTION PERMIT AMENDMENT REQUEST

Reference:

Supply System Letter (G03-84-688), G. C. Sorensen to H. R. Denton, same subject, dated November 2, 1984.

Dear Mr. Denton:

In the reference, the Supply System requested that the Construction Permit for WNP-3 be amended to extend the latest construction completion date from January 1, 1985 to July 1, 1989.

This request was based on resumption of construction in July 1985.

As pointed out in the reference, the Bonneville Power Administration (BPA) had decided not to include funds for the construction of WNP-3 in its rate case for the period from July 1,1985 to September 30, 1987.

We committed to promptly notify the NRC if a change in schedule developed.

a Mr. H. R. Denton, Director Page Two July 17, 1985 G03-85-386 SUPPLY SYSTEM NUCLEAR PROJECT NO. 3, CONSTRUCTION PERMIT AENDMENT REQUEST As of this date, formal action by the Supply System Executive Board has not been taken to. establish a restart date for WNP-3. However, it is apparent that construction will not resume in July 1985. The Northwest Power Planning Council and BPA are presently developing regional re:ource plans.

Within the next year this planning could result in a revised construction restart date for WNP-3. The Supply System will advise NRC of the restart date and modify the request for Construction Permit extension as appropriate. In the meantime we request that the NRC continue to process the amendment request.

If you have any questions, please contact D. W. Coleman, WNP-3 Licensing Project Manager (206) 482-4428, EXT: 5436.

Very truly yoursy
