E 3 14. A. Each encapsulated plutonium source designed for the purpose of emitting l E

3 neutron or gamma radiation shall be tested for leakage at intervals not to E 3 exceed six (6) months. In the absence of a certificate from a transferor E y indicating that a test has been made within six (6) months prior to the g E transfer, a sealed source received from another person shall not be put into E 3 use until tested.

The test shall be capable of detecting the presence of 0.005 microcurie of y E alpha contamination on the test sample. .The test sample shall be taken from E y the source or from appropriate accessible surfaces of the device in which the E 3 sealed source is permanently or semipermanently mounted or stored. Records of g g leak test results shall be kept in units of microcuries and maintained for y inspection by the Commission, E g

3 C. If the test reveals the presence of 0.005 microcuries or more of removable g a alpha contamination, the licensee shall immediately withdraw the sealed source g i from use and shall cause it to be decontaminated and repaired by a person g i appropriately licensed to make such repairs or to be disposed of in accordance j with the Commission regulations. Within five (5) days after determining that g

y a any source has leaked, the licensee shall file a report with the Material j Licensing Branch, Division of Fuel Cycle and Material Safety, U.S. Nuclear y

g y Regulatory Commission, Washington, D.C. 20555, describing the source, the test g a results, the extent of contamination, the apparent or suspected cause of j source failure, and the corrective action taken. A copy of the report shall g y

According to our present license conditions the2"PuBe neutron howitzer is stored in l 1037A Robinson. We are requesting an amendment to allow The Ohio State University to store this device to 1030B Robinson Laboratory. The control of the source will be no different as described in our November 29,1994 application.

We mquest a priority review of this application because the University will begin remodeling of 1037A Robinson Laboratory in the near future.
