operator (SR0) level. '

It is our opinion that the meeting was brleficial and provided for a better mutual understanding of TVA's proposed Licensirg and Development Program (Engineer Option) with respect to instant SRO licensing eligibility requirements. Your cooperation with us is appreciated.

TENNESSEE VALLEY AUTHORITY (TVA) LICENSING AND DEVELOPMENT PROGRAM - (ENGINEER OPTION)

Wilson, Operator Licensing Section Chief TVA presented a proposed program for training engineers to become eligible for instant Senior Resident Operator (SRO) examinations and licensing. Once licensed, these individuals would be used in line positions such as Assistant Shift Engineer (ASE) with progression to Shift Engineer (SE).

The program was designed for three categories of engineers: Shift Technical Advisor (STA), plant experienced engineers, and non-plant experienced engineers. TVA regards 18 months as the time criteria for differentiating between the latter two categories. A program outline (attached) was presented.

The engineer option of the program is 117 weeks in length while the STA option is 51 weeks long. Non-plant experienced engineers selected from the program would require 18 months' experience in addition to the 117-week program.

The NRC staff noted that the training phase of the program appeared to exceed any similar " equivalent cold licensing program" for instant SR0 both in content and length. The 18 months, however, was 6 months short of the two-year plant staff engineer requirement of NUREG-0737. TVA requested the staff to consider the extensive in-plant portions of their training progran in lieu of the six months' experience.
