Dear Mr. Stolz:

This letter is in response to a verbal request from Mr. A. W. DeAgazio, NRC Project Manager for the Davis-Besse Nuclear Power Station Unit No. I concerning Toledo Edison Amendment Request dated February 13, 1985 (Serial No. 1125) for Reactor Coolant Minimum Flow Requirement. Attached is the requested information which provides.the basis for determination of the new minimum flow requirement. Also, as requested, the current reactor coolant system (RCS) flow, based on heat balance, is 406, 533 gpm.

This amendment request does not alter the Technical Specification minimum DNBR requirement. It implies only that the insertion of the lump burnable poison rod assemblies (BPRA) reduces the core bypass flow, thereby increasing the margin to DNB.

No new DNBR calculations were performed.

The attachment contains Babcock and Wilcox identified proprietary inform-ation, with an affidavit submitted in accordance with 10 CFR 2.790.

Therefore,-Toledo Edison requests that this information be withheld from public disclosure in accordance with 10 CFR 2.790.

I am Manager of Licensing Ser-vices in the Nuclear Power Division of Babcock & Wilcox, and as such I am authorized to execute this Affidavit.

I am f amiliar with the criteria applied by Babcock & Wilcox to determine whether certain information of Babcock & Wilcox is proprietary and I am f amiliar with the procedures esta-

blished within Babcock & Wilcox, particularly the Nuclear Power Division, the ensure the proper application of these 4

criteria.

C.

In determining whether a Babcock & Wilcox document is to be classified as proprietary information, an initial determina-tion is made by the unit manager who is' responsible for 4

originating the document as to whether it f alls within the criteria set forth in Paragraph D hereof.

If the information f alls within any one of these criteria, it is classified as proprietary by the originating unit manager.

This initial determination is reviewed by the cognizant section manager.

j If the document is designated as proprietary, it is reviewed again by Licensing personnel and other management within the Nuclear Power Division as designated by the Manager of Licen-sing Services to assure that the regulatory requirements of 19 CFR Section 2.799 are met.

The following criteria are customarily applied by Babcock &

Wilcox in a rational decision process to determine whether i

the information should be classified as proprietary.

Information may be classified as proprietary if one or more of the following criteria are met.

a.

Information reveals cost or price information, commercial strategies, production capabilities, or budget levels of Babcock & Wilcox, its customers or suppliers.

b.

The information reveals data or material concerning Babcock & Wilcox research or development plans or pro-grams of present or potential competitive advantage to Babcock & Wilcox.

c.

The use of the information by a competitor would decrease his expenditures, in time or resources, in designing, producing or marketing a similar product.

d.

The information consists of test data or other similar data concerning a process, method or component, the l
