By letter dated August 19, 1996, as supplemented by letter dated September 13, 1996, Union Electric Company submitted the' Second 10-Year Interval Inservice Inspection (ISI) Program Plan Revised Request for Relief ISI-078. The staff '

has completed its review of the proposed program revised relief request. The i basis for the staff's conclusions are contained in the enclosed safety evaluation.

l The staff has determined that for Revised Relief Request 151-078, the proposed I alternative is unacceptable because the proposed alternative does not provido an acceptable level of quality and safety to ensure that component degradation, as a result of stress corrosion cracking, would be readily identified and corrected.
