DOCKET NUMBER 50-483 CALLAWAY PLANT ON-SHIFT DOSY ASSESSMENT CAPABILITY

NRC let ter dated July 24, 1996 In the referenced letter, the NRC withdraws approval of Union Electric's methodology for determining initial accident protective action recommendations (PAR's) based on plant conditions. We understand that upon reevaluation the staff now believes this procedure is in conflict with the regulations.

Although Union Eletric believes PAR's based on plant conditions provide assurance of public health and safety during the early stages of an accident, the following actions are being taken to establish on-shift dose assessment capability:

1. Rad / Chem Technicians in the Health Physics Technical support group are being trained in dose assessment.
2. The Callaway Plant Radiological Emergency Response Plan will be changed to indicate that on-shift staffing of the emergency response organization will include a Rad / Chem tech to fulfill the dose assessment function.

These actions will be completed by October 11, 1996.
