SUMMARY

/ MINUTES OF THE ACRS PLANNING AND PROCEDURES SUBCOMMITTEE MEETING MAY 22, 1996 The ACRS Subcommittee on Planning and Procedures held a meeting on May 22, 1996, in Room 2B1, Two White Flint North Building, Rockville, Maryland. The purpose of the meeting was to discuss matters related to the conduct of ACRS business. The meeting was convened at 1:30 p.m. on February 7, 1996, and adjourned at 3:17 p.m.

1. NEW ACRS MEMBER The Commission approved the appointment of Mr. John J. Barton to fill the vacancy created by the retirement of Jay Carroll in June (p.1) . The Commission requests the screening panel to recommend names for the ACRS vacancy in September.

RECOMMENDATION Mr. Barton has been invited to attend Full Committee meetings as an observer until his nomination is confirmed.

2. JOINT ACRS/ACNW SUBCOMMITTEE SC j ACNW approved a letter to Chairman Jackson on the health effects of low-levels of radiation. The letter has been forwarded to the ACRS for consideration. be scheduled for the June 12-14 meeting. Any changes made by the ACRS could then be provided to the ACNW for consideration during their meeting on June 26-28.

ACNW has proposed to change the date of the next Joint Subcom-mittee meeting from August 5-6 to August 20 and for ACRS Joint Subcommittee members to participate in a discussion of Expert Judgment on August 21 as part of the ACNW meeting.

RECOMMENDATION The Subcommittee recommends that a presentation be made before the Full Committee at its June 12-14 1996 meeting and that the ACNW letter be discussed following the presentation.

The Subcommittee refers the question of a change of date for the August Joint Subcommittee meeting to the Full Committee. I

3. JAY CARROLL SUBCOMMITTEE REASSIGNMENTS A list of new Chairmen for the Subcommittees previously chaired by Jay Carroll is attached (p.2).

4. INTERNATIONAL MEETINGS I

The French responded favorably to our suggestion of a quadrl-partite meeting, suggesting that it be held in 1997 (p.3) and proposing agenda items.

The Canadian Advisory Committee has agreed to meet with the ACRS in Rockville on October 9, 1996, on Wednesday before the October ACRS meeting.

RECOMMENDATION The Subcommittee recommends that the Full Committee discuss the proposed agenda for the quadripartite meeting, to be followed by a letter to the three other participating commit-tees containing the ACRS proposed agenda. The letter would recommend that Japan undertake the organization of this meeting, as Japan would be the host country.

5. POLICY REGARDING POTASSIUM IODIDE l A draf t staf f paper on a proposed change in policy concerning the use of potassium iodide states that ACRS agrees with the staff's recommendations, although the ACRS did not review this l issue (pp. 4-20). Should the ACRS ask the staff to correct the record, or review the policy change and take a position, or do nothing further?

The Subcommittee recommends a presentation on this issue to the Full Committee, followed by a letter if appropriate. The Full Committee Members are requested to suggest appropriate '

speakers for the presentation and indicate the issues they wish to have covered.

6. MEMBERS' ISSUES

[ Issues may be brought up by members) e A message from William Lindblad to T. S. Kress questioned the change of meeting dates for the summer meetings (p.21).

e A memorandum from Jay Carroll recommends that Members interact more frequently with summer interns (p. 22).

RECOMMENDATION e The Subcommittee recommends a Full Committee vote on the dates for the August and September meetings.

e The Subcommittee agrees wi th the suggestion from Mr.

Carroll that ACRS Members interact more frequently with summer interns.

7. TRAVEL e A request was received from Dr. Kress to attend the Air Cleaning Conference in Portland on July 14-15, 1996 (p.

23).

  • A request was received from Dr. Catton to attend a the International Symposium on Flow in Porous Material on June 16-21, 1996, at no cost to the Government (p.24).
  • A request was received from Dr. Apostolakis to attend the Second International Conference on Human Factors Research in Nuclear Power Operations in Berlin, Germany. on November 26-December 1, 1996 (pp. 25-29).

RECOMMENDATION The Subcommittee recommends approval of the requests by Drs.

Kress, Catton, and Apostolakis.
