Dear Ms. LaRue:
This refers to your export license application dated April 15, 1994, our number XCOM1090, which requested a license to export 500 test coupons of zirconium alloy zircaloy-2 for neutron irradiation research and development in RIAR reactors in Russia.
We are returning without action the pending application inasmuch as the Executive Branch has concluded that the necessary determinations for a recommendation of approval under the Atomic Energy Act, as amended, cannot be made at this time.
