Systematic Assessment of Licensee Performance - Report No.

50-289/85-99

This refers to the Systematic Evaluation of Licensee Performance (SALP) at

Three Mile Island, Unit No. 1 for the period February 1984 through January

1985, initially forwarded to you .by our April 2,1985 letter (Enclosure 1).

This SALP evaluation wu discussed with you and the GPUN staff at a meeting

held in the Region I facilities on April 11,1985 (see Enclosure 2 for attend-

ees).

We have reviewed your May 7,1935 written comments (Enclosure 3) and

have made appropriate minor changes as identified in the enclosed report

(Enclosure 4).

Our overall assessment was .aat your staff's management continued to be

aggressive in problem resolution and involvement in promoting nuclear safety

and radiation protection.

We found improvement in shutdown plant operations,

improving from a Category 2 last assessment period to a Category 1 this assess-

ment, and continuing performance difficulties in the engineering and licensing

areas; both areas apprised Category 2.

We caution your management to remain

sensitive to factors affecting performance during changing plant operational

modes.

We acknowledge your comments on Section IV.A, Shutdown Plant Operations, and

Section IV.I, Licensing Activities, and have made corrections to clarify the

total number of Senior Reactor Operator candidatus and the source of Technical

Specification change requests necding. more attention to the significant hazard

consideration determinations. Thr.se corrections are identified with a vertical

line on pages 10c (corrected), 23c and 29c. We note your increased management

attention on: (1) assuring consistency among procedures and addressing

programmatic requirements; (2) developing n.aintenance philosophy on quality

while the quality control list is being developed; (3) implementing tne modi-

fications task force recommendations and an improved process of handling modi-

fications; and (4) coordinating the 'backlpg of licensing issues with NRR.

No reply to this letter is needed. 'loor actions in response to the SALP will

continue to be reviewed during f_uture inspections of the facility.

Systematic Assessment of Licensee Performance (SALP)

The NRC Region I SALP Board has' reviewed and evaluated the performance of

activities at the Three Mile Island Nuclear Station - Unit 1 for the period

February 1984 through January 1985. The results are contained in the enclosed

report dated March 13, 1985.

A meeting to discuss this assessment has been

scheduled on April.11,1985.

This meeting will be held in the Region I Office,

King of Prussia, Pennsylvania.

This SALP addresses the time period which included completion of modifications

and those activities associated with preoperational testing.

As such, several

functional areas were added to this SALP in order to perform a more encompassing

assessment.

At the SALP meeting, we request that you be prepared to discuss our assessment

and to address those areas warranting improvement. The meeting is intended to

be-a dialogue wherein any comments you may have regarding our report may be

discussed. A written response addressing such items is requested within 30

days of the meeting.
