NRC INSPECTION REPORT NO. 50-341/96009(DRS)
Dear Mr. Gipson:
This refers to the inspection conducted by Mr. M. Holmberg and K. Green-Bates of this
office on October 7-11,1996. The inspection included a review of authorized activities
]
for your Fermi 2 Nuclear Power Station. The focus of this inspection was on your
'
inservice inspection (ISI) efforts. At the conclusion of the inspection, the findings were
discussed with those members of your staff identified in the enclosed report.

The detection of intergranular stress corrosion cracking (IGSCC) in shroud head bolts
'
indicated that implementation of this portion of the ISI program is effective and
replacement with bolts fabricated from IGSCC resistant materials demonstrated good staff
safety focus. However, non-preferred scanning techniques were observed during an
ultrasonic examination by contracted nondestructive examination (NDE) personnel, which
indicated that opportunities exist for improvement in contract NDE oversight.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter
and the enclosed inspection report will be placed in the NRC Public Document Room.
