Dear Mr. Terry:

An NRC inspection was conducted October 4-11,1996, at your Comanche Peak Steam
Electric Station, Units 1 and 2, reactor /acilities. The enclosed report presents the scope
'
and results of that inspection.
/
This inspection consisted of observ,ations of nondestructive examinations, documentation
reviews, and discussions with plant personnel associated with the inservice inspection
program. Our results indicate that your inservice inspection program continued to be a
well implemented program.
One unresolved item was iderytified concerning nonconforming motor operated valve
actuator fastener configurations. This matter is discussed in Section M2 of the enclosed

inspection report. Your staff updated the NRC on the latest actions implemented to
address this unresolved iter /) during an October 16,1996, followup telephone conference
'
call. This item is unresolve'd pending NRC further review of this equipment fastener
problem and your correcti e actions,
in accordance with 10 CI:R 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
