Dear Mr. Simpson:

This refers to GAMMA-METRICS application dated August 7,1991 (NRC number XSNH02650) requesting authority to export 30 fission chamber sensing components, containing 114.75 grams of uranium and 106.9 grams of uranium-235, to Sweden for use in Ringhals Units 2, 3 and 4.

After receiving assurances from the Swedish Nuclear Power Inspectorate, we issued the original license on March 2,1992 authorizing the export of two i

fission chamber sensing components. The request for the additional 28 sensing components has remained pending under Amendment 01 awaiting the receipt of i

additional firm orders from the reactor operators.

It is our understanding that additional orders have not been received.

In light of the prologned period that this amendment has been pending before the NRC without a request for further NRC action, we are returning without action Amendment No. 01.

We further note that assurances for the original application were provided by the Government of Sweden; however, Sweden is now a member of the European Union and all future exports to Sweden would require assurances from EURATOM.

i EURATOM has informed us that they will not provide assurances for exports to i

their countries without a firm order from their industry.

Should firm orders be received, we would be prepared to review a new export application.

Export License Application - Special Nuclear Material

Dear Mr. Hauber:

Enclosed is our consolidated application for a license to export Special Nuclear Material in sensing components for neutron flux monitoring and control systems.

The remaining components in the systems will be exported under a separate license.

Note that the quantity of enriched 235 U in each fission chamber is 3.562 grams, which exceeds the amount presently authorized for export under a general license per 10CFR110.21(a) (3).

I have noted for each facility the number of fission chambers to be exported, and I have totaled that amount for each country.

Also, please note that for the Asc6, Almaraz, Ringhals, and Sizewell plants, the amounts shown are in addition to those already covered by licenses or pending license applications.
