BOARD NOTIFICATI0f; L5-063: TDI DIESEL CENERAT0h AIR START CHECK VALVE CRACKS AT_SHOREHAlL This is in response to your nrmorandum of June 20, 1985, in which you asked why it took essentially two months to issue the subject Board Notification, then the TDI Project Group was forted in January 1984, the staff intended to provide the Commission and the Boards with copies of all information relating to TDI problens.

(See for example BN-84-020, dtd 2/13/84; BN-84-051, dtd 3/12/84; BN-84-053, dtd 3/12/84; and BN-85-018, dtd 2/22/85.) However, it soon becane apparent that this practice would literally deluge the Ocmission and the Boards with large amounts of technical information that would not necessarily be relevant to issues before the Commission or the Coards.

It was, therefore, decided to carefully consider TDI issues as they arose, and to n. ore carefully screen the traterial for relevance.

The Project Group was cware of the problems with the Williams-Gauge check valves befcre PN0-I-85-22 was issued, and'was aiscussing this concern with the TDI Ownu s Group.

It was not until Itay 15, 1985, however, that the Project Group determined that the issue of the valves should be brought to the attention of the Comission and the Boards. Because new information was arriving and being evaluated while the Board !!ctification was being prepared, it was updated several tines. This updating process, in an attenpt to provide the latest and most useful infonnation in reality causeo the delay in issuing the Board Notification.

The staff policy is to issue Board I;otifications as soon as possible, without waiting for final resolution of an issue.

In this case, however, the resolution of the technical issues has proceeding so quickly and in parallel with the prop-aration of the Board Notification that our efforts to prevent the disseuination of stale information caused the delays. The staff has reviewed the process that has follebed in the case and will be taking steps to improve its performance in keeping the Comission and the Boards apprised of significant information in a tinely fashion.
