Subject: HOPE CREEK UNIT 1 INDEPENDENT DESIGN VERIFICATION PROGRAM
(IDVP) IMPLEMENTATION INSPECTION REPORT 50-354/85-32
This letter conveys the results of the program plan implementation inspection
of the Hope Creek Generating Station (HCGS) Unit 1 IDVP which is being
conducted by Sargent & Lundy Engineers (S&L). This inspection was conducted
in two phases; Phase I was conducted from May 8 to 10, 1985, and Phase II
from June 4 to 6, 1985. The inspection was conducted by NRC's Office of
Inspection and Enforcement. The NRC Team was composed of personnel from NRC's
Office of Inspection and Enforcement and consultants. The implementation
inspection was conducted at S&L's office in Chicago, Illinois.
The NRC's implementation inspection of the HCGS IDVP was organized into the
five major disciplines involved: mechanical systems, mechanical components,
civil / structural, electric power, instrumentation and controls.
In each of
these areas, the NRC inspectors assessed whether the audit was being conducted
in accordance with the approved program plan and supporting procedures and
whether the audit was being conducted in sufficient technical depth and detail
to be an acceptable mechanism for providing additional assurance that the
design of the HCGS complies with all licensing commitments and regulatory
requirements.
The NRC Team finds that the IDVP is being conducted in a professional manner
by experienced engineers and the technical depth of review is comparable to
an Integrated Design Inspection (IDI).
S&L should be able to reach a meaningful
conclusion regarding the design process for the HCGS upon completion of the
IDVP. Coments of the NRC Team are provided in the enclosed Implementation
Inspection Report and its attachment.
