SUBJECT:
GRAND GULF NUCLEAR STATION - 10 CFR 2.206 PETITION Attached is the Office of Inspector and Auditor (OIA) Report of Investigation concerning allegations relating to the Grand Gulf Nuclear Station, Unit 1 (GGNS) which were raised by Jacksonians United for Livable Energy Policies (JULEP)ina10'CFR2.206 Petition (thePetition)submittedbythemtothe U.S. Nuclear Regulatory Comission (NRC).
Through review of the Petition and OIA interviews of JULEP representatives, OIA concluded that three issues raised by JULEP warranted an investigation because of their potential impact on the integrity of NRC's operations.
Those issues were (1) that an NRC inspector allegedly advised a representative of JULEP that JULEP representatives were excluded from a portion of a meeting between NRC and Mississippi Power and Light (MP&L), because draft inspection reports were being discussed; (2) NRC inspectors advised a representative of JULEP, in private, that NRC knew MP&L had not always been truthful with the NRC and had lied in a press release about an NRC directed inspection; and (3)
NRC staff either did not read or ignored the technical specifications submitted by MP&L for GGNS, Unit 1.
Furthermore, the NRC staff pennitted low power testing based on those technical specifications, which did not match the plant design, and after acknowledging that the technical specifications submitted by MP&L were wrong continued to allow GGNS, Unit 1, to operate.
l With respect to issue (1), investigation detemined that the NRC Project Manager for GGNS, Unit 1, attended a June 5, 1984, meeting at GGNS between NRC and MP&L representatives regarding the Transamerica Delaval, Inc. (TDI)
Generators.
The meeting was divided into two segments, a working session between NRC and MP&L and a public portion.
Because the working session involved discussions of MP&L reports containing proprietary infonnation, the public, including intervenors, was excluded.

from the room by M. Dean Houston, the NRC Project Manager for GGNS, Unit 1.
At that time, Houston explained to Ken Lawrence, the JULEP representative, that the public portion of the meeting had not yet started and that the draft reports being reviewed were the general types of utility reports that were handled as proprietary information.
OIA developed no evidence to indicate draf t NRC information was discussed between NRC and MP&L.
Regarding issue (2) that NRC knew MP&L had not always been truthful with NRC, 01A investigation disclosed that JULEP representative Ken Lawrence had questioned Houston about a May 22, 1984 MP&L press release wherein MP&L apparently stated the " tear down" of the TDI Diesel Generators at GGNS, Unit 1, was voluntary on their part.
Houston advised Lawrence that NRC did not consider MP&L's action to be voluntary because the " tear down" had been required by an NRC order issued on May 22, 1984 Houston did not characterize to Lawrence that MP&L's alleged statement in their press release was a lie.
With respect to issue (3) concerning the NRC staffs' handling of the technical specifications for GGNS, 01A learned that the Commission had previously been informed of this issue during a Comission briefing and from responses to inquiries on that subject made by fomer Comissioner Gilinsky.
DIA reviewed related available information to determine if the Comission had been completely infomed.
