STATEMENT '!V 'INE NUCLEAR REGULATORY C0bHISSION May 22, 1985 By J. F. O' Leary Chairman of the Board, GPU Nuclear Corporation and Director of General Public Utilities Corporation l Chairman and Commissioners:

l I have now been Chairman of the Board of GPU Nuclear Corporation for well over a year. We have previously advised the Commission regarding the Board members. I have attached a summary of that information.

The Board of Directors of GPU Nuclear is exceptionally active in discharging its responsibilities. It meets each month for a full day. At least two meetings a year are held at each nuclear site where we hear directly from site management and inspect the plant. This provides the Board with an opportunity to meet directly with the plant managers at least five times a year. The Board hears from its Nuclear Safety and Compliance Committee (NSCC) at each monthly meeting and has received two summary reports from that Committee. In forwarding the latest report dated April 15, 1985, the NSCC .

Chairman stated, "1he Committee identified no instances of non-compliance.

Safety attitudes and practices are satisfactory." The report itself has been provided to the Commission staff.

The mission of GPU Nuclear has been formally defined and gives unequivocal priority to safety. All of us who serve as outside Directors of the Board, including the three who form the Nuclear Safety and Compliance Committee, are fully satisfied that the priority on safety is fully understood and accepted by GPU Nuclear management and that the members of management are qualified and m ' t8 2 * * **

J. F. O' Leary May 22, 1985 dedicated to carrying it out. There have been suggestions that improper pressures that are counter to safety have been exerted by senior management of the Corporation. As a result of our close monitoring of operations, we can assure you that no such pressures exist.

Finally, in the Board's view all resources needed to conduct the nuclear operations safely have been and are being provided.
