NRC RADIATION PROTECTION INSPECTION REPORTS N0. 50-266/96009(DRS);
50-301/96009(DRS) AND NOTICE OF VIOLATION
Dear Mr. Link:
On September 25, 1996, the NRC completed an inspection at your Point Beach
'
Nuclear Plant. The results of this inspection were discussed on September 25,
1996, with Mr. E. Lange of your staff. The enclosed report presents the
results of that inspection.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with personnel.
Based on the results of this inspection, certain of your activities appeared
,
'
to be in violation of NRC requirements, as specified in the enclosed Notice
of Violation (Notice). The violation is of concern because radiation
protection personnel did not adequately verify that no unauthorized personnel
were present within an area that they posted as a high radiation area in
anticipation of a spent resin transfer. Although corrective actions for
previous high radiation area control problems would not have been expected to
prevent this occurrence, it is of particular concern that high radiation area
control problems continue at your facility.
In addition to the specific
corrective actions you plan to take for this violation, please include in your
response to this letter the actions you plan to take to improve high radiation
area controls in general at your facility.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter, its enclosures and your response to this letter will be placed in
the NRC Public Document Room (PDR). To the extent possible, your response
should not include any personal privacy, proprietary, or safeguards
'

information so that it can be placed in the PDR without reduction.
