'4 _g j WASHINGTON, D. C. 20555 g....+/ AIAY 2 91985 Docket Nos.: 50-440 and 50-441 Mr. Murray R. Edelman, Vice President Nuclear Operations Group The Cleveland Electric Illuminating Company

Dear Mr. Edelman:

Subject:

NRC Staff Coments on FSAR Amendment 18 for the Perry Nuclear P,wer Plant (Units 1 and 2).

The items listed be'.3w identify discrepancies found by the NRC Staff from its review of changes made to Chapter 7 of the FSAR documented in FSAR Amendment

18. Please note that the staff and its consultant (EG8G Idaho) are still in the process of reviewing the portion of FSAR Amendment 18 that relates to Regulatory Guide 1.97, Revision 2. Should there be any coments, they will be submitted separately.

As indicated, above the following discrepancies have been found from the staff's review of Chapter 7 of FSAR Amendment 18:

(1) Figure 7.3-3, " Nuclear Boiler System Functional Control Diagram".

The logic depicted by this functional control diagram is incorrect in that the manual inhibit logic has been omitted and the high drywell pressure actuation is erroneously being shown as part of both actuation logics (Channels A and B). ,

' Q' s Mr. Murray R. Edelman (2) Figure 7.3-4, "LPCS System Functional Control Diagram".

The logic for the low pressure permissive is incorrect in that it is depicted as part of the local injection valve control switch logic and not part of the automatic system actuation logic.

(3) Figure 7.3-5, "RHR System Functional Control Diagram".

Same as coment (2) above. Also, the diagram title for sheets 1 through 5 is incorrect in that "RWR" should be "RHR".

Your expeditious attention in resolving the above discrepancies is requested.

Should your staff desire to discuss this letter with the staff, please advise the Perry Project Manager accordingly.

Sincerely.
