FINAL SAFETY ANALYSIS REPORT (UFSAR), AMENDMENT 13 Pursuant to the requirements of 10 CFR 50.71(e) (4) , TVA is submitting Amendment 13 of the BFN UFSAR. Amendment 13 is a nineteen month update from Amendment 12, which was submitted by TVA letter, dated May 23, 1995. Amendment 13 reflects the I return of Unit 3 to an operational status and includes other i changes to the site that occurred between the period of November 24, 1994 (start of Unit 2 cycle 8 operation) to April 23, 1996 (end of the Unit 2 Cycle 8 refueling outage).

Amendment 13 also incorporates the resolution of spent fuel cooling discrepancies. As discussed in TVA's April 16, 1996 letter from Mr. O. D. Kingsley to Mr. J. M. Taylor, TVA has not reached a decision on the long-term operational status of Unit 1. Unit 1 is currently defueled and maintcined in a lay-up condition. i TVA has been proactive in addressing the area of UFSAR ,

l l U.S. Nuclear Regulatory Commission Page 2 October 22, 1996 TVA met with the Staff on July 10, 1996 in Rockville, Maryland, to review TVA's initiatives in the UFSAR area.

This meeting is documented in Reference 1.

TVA met with the Staff on August 12, 1996 to discuss these initiatives and review the discrepancies that had been identified. This meeting is documented in Reference 2.

TVA presented the UFSAR Validativn Program Plan summary to the Staff at the August 23, 1996 Plant Status Meeting.

This meeting is documented in Reference 3.

After the development of the UFSAR Validation Program Plan and its discussion with the Staff on August 23, 1996, TVA managenant requested an initial, i expedited review be performed prior to submittal of l current amendment (October 22, 1996). The purpose of l this expedited review was to identify any UFSAR l

discrepancies that could result in Unreviewed safety Questions, impacts to system operability, or required ,

modifications to plant equipment. i On October 16, 1996, TVA provided the Staff with a status briefing on the changes to the UFSAR Validation Program l that occurred since the August 23rd meeting as a result l

of the expedited review. TVA discussed the additional

! reviews planned and the types of UFSAR discrepancies which have been identified to date. The discrepancies ranged from typographical / editorial to obsolete / abandoned equipment and errors in system operational descriptions.

The reviews have not, to date, resulted in Unreviewed .

Safety Questions, impacts to system operability, or l required modifications to plant equipment.  !

l TVA has incorporated the resolution of a number of the discrepancies identified by the reviews discussed above into Amendment 13. TVA is continuing to review the UFSAR, evaluate i the remaining discrepancies, and prepare the required changes j i to the UFSAR. TVA will issue Amendment 14 to the UFSAR in ,

l approximately three months to ensure that NRC and the public  !

l have the updated material from the ongoing reviews available I in a timely fashion.
