Docket No. 50-461

Illinois Power Company

ATTN: Mr. W. C. Gerstner

Executive Vice President

500 South 27th Street

Decatur, IL 62525

Gentlemen:

This refers to the announced preoperational physical protection inspection

conducted by Messrs. G. L. Pirtle and B. Drouin of this office on June 6-14,

1985, of activities at Clinton Power Station authorized by NRC Construction

Permit No. CPPR-137 and to the discussion of our findings with Mr. J. Perry

and other members of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No items of noncompliance with NRC requirements were identified during the

course of this inspection. The enclosed report does contain certain findings

which must be corrected and/or resolved prior to fuel load. These findings

will be reviewed during future preoperational inspections. No written

response is required at this time.

A concern was noted during the inspection pertaining to progress in

implementation of the Personnel Screening Program, particularly as it pertains

to contractor personnel. Our concerns are addressed in Paragraph 12 of the

report details. The Personnel Screening Program warrants increased senior

management oversight.
