Dear Mr. Frizzle:
Enclosed is a letter from Mr. Louis E. Elisa II, Ref onal Director. FEMA Region I, dated September 26, 1996, transmitting the FEMA Region I report for the June 19-20, 1996, full-participation plume exposure and ingestion pathway exercise.
There was one Deficiency and twenty areas requiring corrective action (ARCA) assessed against the State of Maine under Objective 10 (Alert and Notification) and Objective 11 (Public Instruction and Emergency Information).
The Deficiency was a result of combined performance inadequacies on the part of the State organizations which resulted in the general public not being informed of the changes in emergency clarification levels and on actions to take to reduce exposure to radiation.
Subsequently, this Deficiency and six related ARCAs were corrected during a remedial exercise held on September 4. 1996.
Please 3rovide assistance to the State of Maine to address and resolve the remaining ARCAs as appropriate, if this has not already been done.
