For the past several years, NRC Headquarters has been working to provide a Health Physics Network (HPN) that will operate reliably. We are now convinced that the current system cannot be made to operate to our satisfaction.

Therefore, a decision has been made to replace the current HPN telephone system with dedicated commercial circuits. In order to increase the probability of being available in an emergency, each of the replacement HPN commercial circuits will be routed through an exchange at a telephone company Central Office different from the office that the facility's circuits are routed through.

Existing HPN service is currently installed, or ordered to be installed, in the EOF, TSC, Health Physics Office and NRC Resident Inspector's Office. The new system will be. located only in the EOF and TSC, and will be removed from the Health Physics Office and the Resident Inspector's Office where currently installed. In order to make these changes, telephone company personnel will need access to all HPN extensions currently installed and any locations in the EOF and TSC where an HPN extension was to be located but is not yet installed.

The following is the priority order in which we will have commercial HPN service installed.

1. Install commercial service at those facilities where no HPN service exists.
2. Install commercial service at those facilities where no HPN service exists in the E0F but does in the TSC.
3. Install commercial service at those facilities where no HPN service exists in the TSC but does in the E0F.
4. Replace existing HPN special circuitry with commercial service at those facilities that currently have HPN special circuitry. Replacement service will be in the EOF and TSC, only. All other locations are to be removed.
