Gentlemen:

SUBJECT: REPORT NOS. 50-348/85-08 AND 50-364/85-08

As stated in our letter of April 4, 1985, we have been reviewing your

disagreement with the results of Inspection Report Nos. 50-348/85-08 and

50-364/85-08. In addition, we have been evaluating the adequacy of corrective

actions you proposed in your letter of March 20, 1985.

Due to the uniqueness of your Security Plan and its implementing program, we

felt it reasonable to request additional review and evaluation from Safeguards

representatives of the Division of Safeguards, Office of Nuclear Material Safety

and Safeguards. In our collective efforts we relied upon the Office of Nuclear

Reactor Regulation (ONRR) Physical Security Plan Review Guidelines which were

furnished to the industry in 1977 and early 1978 and, more importantly, upon the

commitments found in your Physical Security Plan which by the ONRR Security Plan

Evaluation Report accepted Revision 3, dated November 16, 1978. Enclosed are

our detailed analysis of each violation and your disagreement.

After careful review of your disagreements we have concluded, for the reasons

presented in the enclosure to this letter, that the violations except for

Violation 3(B) occurred as stated in our Notice of Violation. We have also

concluded that your proposed corrective actions appear adequate. With respect

to Violation 3(B), we are currently continuing our evaluation of your response.

We will advise you of our resolution under a separate letter.
