Gentlemen:

Enclosed is the report of the inspection performed at Davis-Besse by Messrs.

E. T. Baker and J. J. Petrosino, and Ms. N. J. Miegel of the Vendor Program Branch

on March 11-15, 1985. The purpose of the inspection was to determine if technical

information regarding factory recommended maintenance and operation related to

emergency diesel generators, reactor trip breakers, auxiliary feedwater steam

turbine, DC battery racks, Pacific Scientific Snubbers, and Ruskin Fire dampers

was being reviewed and implemented effectively. The inspectors reviewed documents

and activities authorized under the provisions of NRC License No. NPF-3, and

discussed their findings with the plant staff members identified in Report

Section 1, Details. The findings demonstrate a weakness in evaluation and

implementation of manufacturers' recommendations and a failure to communicate

with the manufacturers prior to making design changes.

The Inspection Report contains one finding related to reviewing, evaluating, and

implementing vendor supplied documentation that may result in enforcement action.

Resolution of the Potential Enfore ment Finding will be handled by the NRC

Region III office. Further, there are two Unresolved Items and one Open Item

that require additional information before further action (if any) can be taken.

NRC Region III will handle resolution of these items.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosed

Inspection Report will be placed in the NRC Public Document Room.

The responses directed by this letter are not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
