This is to inform you of our receipt of the Federal Emergency Management Agency's (FEMA) approval of the State of Wisconsin's emergency response plan as wel.1 as associated local plans related to the Kewaunee Nuclear Power Plant.

These plans have been reviewed and approved by FEMA Region V and the FEMA Headquarters. A copy of the letter dated June 14, 1985, from Mr. Samuel W. Speck, Associate Director, State and Local Programs and Support, FEMA to Mr. William J. Dircks, Executive Director for Operations, U. S. Nuclear Regulatory Commission is enclosed for your information.

Please note that this approval contains a condition that the adequacy of the public alerting and notification system must be verified according to the FEMA / Nuclear Regulatory Commission joint criteria as listed in NUREG-0654/

FEMA-REP-1 (Revis_ ion 1), Appendix 3.

Pursuant to 10 CFR 50.54(s)(3) the Nuclear Regulatory Commission approves the State of Wisconsin and local emergency plans in the State of Wisconsin around the Kewaunee Nuclear Power Plant based on a review of the FEMA findings.

The Safety Evaluation Report (50-305/82-17) issued by Region III on September 22, 1982, concluded that the licensee, Wisconsin Public Service Corporation, had an emergency plan for the Kewaunee Nuclear Power Plant that met the planning standards of 10 CFR 50.47(b) and the-requirements of Appendix E to 10 CFR Part 50.

Thus, both the onsite plan, and the offsite plans for the State of Wisconsin and associated local governments in the vicinity of the Kewaunee Nuclear Power.

Plant are NRC and FEMA approved.

In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the State of Wisconsin submitted its State and associated local plans for radiological emergencies related to the Kewaunee and Point Beach Nuclear Power Plants to the Regional Director of FEMA Region V for FEMA review and approval. The Regional Director forwarded his evaluations of the Wisconsin State and local plans to me on August 30, 1984, in accordance with Section 350.11 of the rule. His submissions included evaluations of the exercises conducted on January 21, 1981, March 9, 1982, November 1, 1983 and June 19, 1984. A report of the public meeting held on January 22, 1981, which explained the site-specific aspects of the State and local plans, was also included.

Based on an overall evaluation, I find and detennine that, subject to the condition stated below, the State and local plans and preparedness for the Kewaunee and Point Beach Nuclear Power Plants are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. However, while there is a public alert and notification (A&N) system in place and operational, this approval is conditional on FEMA's verification of the A&N system in accordance with the criteria of Appendix 3 of NUREG-0654/ FEMA-REP-1, Rev.1 and FEMA-43,

" Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants."
