TOURTELLOTTE DIFFERI4G PROFESSIONAL OPINION ON MILL TAILINGS REGULATIONS I read with interest Jim Tourte110tte's September 6 memorandum on uranium mill tailings. A majority of the Comission has now agreed on language for the -
implementation policy and proposed rules. I therefore propose that we go ahead with them. However, since the policy statement and proposed rules are being issued for coment, Mr. Tourtellotte can go ahead and prepare his legal opinion, and we can consider 'this along with any other coments that are submitted during the coment period.
