Dear Commissioners and Judges:

As a state legislator who is concerned about the quality of the environment for all citizens of all citizens of the state of Inuisiana, I am gravely concerned about the Nuclear Regulatory Commission's possible approval of the license application for Louisiana Energy Services' proposed uranium enrichment facility Louisiana has the third highest rate of toxic emissions in the United States, roughly five times the national average. The waste generated form the LES facility would contribute significatively to this already alarming toxic inventory. Funhermore, the siting of the uranium enrichment facility between the two low-income African American communities of Forest Grove and renter Springs is a clear injustice and must be stopped.

I am funher concerned that LES is not fmancially qualified to construct and operate this proposed facility. I do not believe that LES has properly calculated the cost of tails disposal and ultimately will not have the necessary funds for such disposal. Thus, Louisiana may well be left liable for the disposal of the uranium tailings from the facility, an unacceptable possibility. Additionally, the enriched uranium that would be produced by this facility is totally unnecessary. The market is already glutted with enriched uranium and will continue to be for many years to come.
