SUBJECT:
USE OF Asi1E CODE CASE N-411 AND ASME SECTION III CODE EDITION AND ADDENDA FOR HOPE CFEEK GEhERATING STATION The staff has coupleted its review of the May 9, 1985 Public Service Electric and Gas Company (PSF 8G) rcquest for authorization to use ASI.E Code Case N-411 for application as part of the Hope Crcck as-built piping stress reconciliation effort for piping systems. Aoditionally, PSEbG had requested authorization to use selected portions of the 1981 Winter Addenda to Section III of the ASME Boiler and Pressure Vesscl Code for piping stress analysis and portions of the 1983 Edition of Section III of the Code for pipe support evaluations at Hope Creek.
Code Case N-411, " Alternative Damping Values for Seismic Analysis of Pipir.g Section III, Division 1, Class 1, 2 and 3 Construction" is a conditionally acceptable Code Case and is approvec by the staff for specific plant appli-cations perdir.g revision of Regulatory Guide 1.61.
Utilities wishing to use this Code Case shall subrait in their request the following information or comitments:
(a) Commit to use the case for piping systems analyzed by response spectrum methods ar.d rct those using time-history analysis r..ethods, (b)
Indicate if the case is to be used for new analyses or for reconciliation work and for support optimization, (c) Duc tc the increased flexibility of the system, commit to check all system predicted maxinta displacements for adequate cicarsnce with adjacent structures, components and equipment, and assure that the nounted equipnient can withstand the increased mctior.,
(d) When the alternate dartping criteria of this Code Case are used, assure they 5,ill be used in their entirety in a given analysis and shall not be a mixture of Regulatory Cuide 1.61 criteria and the alternate criteria of this Coce Case.

PSE8G has not fully couplied with these commitn.ents in your May 9,1985 request. Upon your cor.cittment to fully comply with the alcve, the staff will find the PSE&G request to use Code Case N-411 to be acceptable for use at the Hope Creek Cenerating Station in the seisnic analysis of piping systens.
Use of Code Case N-411 shculo be documented in a future Ali.endment to the FSAR.
With respect to the PSE&G request for apprcval to use later ASME Code Editions and Adderdc than that of the Code of recora for hcpc Creek, implementaticn of a later Code Edition end Adderic (or portions thereof) must be in conformarce with hCA-1140 of both the later Ccce Edition and Addenda of Section 111, and the Code of record for the facility.
It is the responsibility of PSE80 tc assure that oil related provisicns of the Code are adhered to, particularly when selected paragraphs and tables of a later Code Edition and Addenda are estc in conjunction with the Coce cf record.
NCA-1140(t) requires plant owners te dctermine the acceptability of both'the Ccde Edition and Addenda established ir. the cesign specification, anc in later revisions of the desigr. srecification with regulatory authorities such ds the NRC.
With respect to your May 9,1985 request for analysis of piping systems, the NRC staff finds the use of NC-36EE, LC-3653, NC-3654, and NC-3655 of Subsection MC of the Winter 1981 Addenda to the 1 SLO Ecition of Section III of the ASFE Code and lid-3652, ND-3653, hL-3CE4, and HD-3655 of Subsection ND of tbc Summer 1984 Addenda to the 1983 Edition of Section III of the ASliE Ccde acceptable hhen the following have been perforced:
(a)
Identify in the FSt.P affected piping (i.e. by systeu) to which the later Code requirencnts are to be applied, (b) Assure that all relatec cooe requirements have been met; include in the FSAR a listing of the relatec requirenents, (c)
Revise applicable design specifications and required design docurerts.
Please note that in the May 9, 1965 request, the reference to ND-3652 throuch ND-3655 in the Winter 1981 Addenda is incorrect. These paragraphs of Subsection HD were not revised untii the Sunner 1984 Addenda to the Code.
Similarly, with respect to ycur I.ay 5,1985 request for pipe suppcrt evaluations, the staff finds that Article NF-3000 of Subsection hF of the 1983 Edition of Section III of the AShE Code acceptable only when ut(d in its entirety in place of the selected paragraphs and tables identifieo in the FSE&O request and when the following have been perforced:
(a)
Identify in the FSAR affected piping supports (i.e. by system ) to which the later Code requirements are to be applieo,
