Dear Mr. Sugarman:

This letter is in response to your letter.of flovember 21, 1984, which 3

requested that the Commission staff should require that the Philadelphia i

Electric Company (licensee) provide to the Comission a full disclosure of its intended _ sources of interim supplemental cooling water for the Limerick facility and the environmental consequences thereof.

I have also considered the supplemental information contained in your letter to me on February 11, 1985 and your letter to me on March 28, 1985 which requested that the Comission determine that the interim water supply measures pursued by PECo for 1985 are the appropriate long term solutions to Limerick's supplementary water.needs. To the extent that the licensee must disclose 1ts plans regarding supplemental cooling water sources to ensure compl'iance with the Comission's requirements this need is met by the Environmental Protection Plan in Appendix B to License NPF-27. The issue of whether the Comission must, at this stage, direct the licensee to seek long term sources of cooling water other than.that already reviewed and approved is also addressed

-in the enclosed Decision. The Petition has been considered under 10 CFR 2.206 of the Commission's regulations. For the reasons stated in the enclosed

" Director's Decision Under 10 CFR 2.206" (DD ), the Petition has been idenied.

'A' copy.of_this Decision will be filed with the Secretary for the Comission's review in accordance with 10 CFR 2.206(c). As provided in 10 CFR 2.206(c), this Decision will become the final action of the.

Comission in 25 days, unless the Comission determines to review the Decision within that tira.

I have also enclosed a copy of a notice that is being fiied with the Office of the Federal Register for publication.
