Dear Mr. Keppler:
Enclosed in the form of Attachments to this letter is our response to the two items of noncompliance and one " Item of Concern" identified in the subject inspection reports conducted by Ms. G. M. Cristoffer and Mr. T.
J. Madeda of your office on February 19-22, 1985 at the Dresden Nuclear Power Station.
Attachment A provides our response to the two items of noncompli-ante and Attachment 8 addresses the Items of Concern.
It should be pointed out that Cormionwealth Edison believes the second violation (Level V) is inappropriate on the basis that we feel security personnel and procedures were in compliance with implementation and commitments of the approved Security Plan. A conference call with Messrs. Axelson and Creed from your office and D. Rybak, J. Wojciga, R.
Flessner, and D. Saunders from CECO discussed this noncompliance and it was agreed that our position regarding this second noncompliance should be submitted.
Both attachments contain information concerning the Security Plan for a nuclear power station and should be controlled in accordance with the provisions of 10 CFH 73.21.
