MAY 31 $85 Docket No. 50-295 Docket No. 50-304 Commonwealth Edison Company ATTN: Mr. Cordell Reed Vice President

> Post Office Box 767 Chicago, IL 60690 Gentlemen:

This is to acknowledge receipt of Revision 4 to the Zion Annex to the Generating Stations Emergency Plan (GSEP), dated December 1984, which was received by our office in May, 1985.

We have reviewed the changes to the Annex and determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan. These changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness. However if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made and implemented without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
