Gentlemen:

This refers to the routine safety inspection conducted by Mr. R. Hasse of this

office on May 13-22, 1985, of activities at Fermi Nuclear Power Plant authorized

by NRC Operating License NPF-33 and to the discussion of our findings with

Mr. E. Griffing and others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

While no violations of NRC requirements were identified during the course of

this inspection, we do request that you respond to two unresolved items identified

in the attached repo.t. Both of these items are related to your preventive

maintenance (PM) program. One invoives the currently low rate of completion of

scheduled PM tasks and the other the potential for applying resources to lower

priority PM tasks when higher priority tasks are overdue. We believe these

issues are significant and warrant particular attention. Your response is

requested within 30 days of receipt of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document Room.

The response directed by thi" letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.

We will gladly discuss any questions yod have concerning this inspection.
