OF May 30, 1985 MEETING REGARDING LICENSING ACTIONS SCHEDULE This meeting was one of the periodic meetings that are being held to discuss the scope and scheduling of licensing activities in order to more effectively schedule MP&L &nd staff resources to complete these activities.

The licensee described plant status and future outages.
The plant is currently in the last phase of testing (TC-6), which is expected to be completed in June.
Test Condition 6 includes tests in the 90-100% power range.
Currently a six week outage is planned to begin in mid-October.
The work schedule for this fall outage includes the containment integrated leak rate tests, surveillance tests, installation of high density fuel racks inside containment and about 60 equipment modifications.
End of core life is now predicted to occur as early as mid-May 1986. This prediction is 31 months earlier than the prediction in the March 8 meeting because it is based on an 80% capacity factor instead of 50%. The first refueling outage is now estimated for 13 weeks instead of the 7 months previously estimated.- The shorter scheduled outage time is due principally to the scheduling

of many of the surveillance tests and modifications for the Fall 1985 outage.
MP&L expects to' declare commercial operation July 1, 1985 and to complete the i

The change in scheduled first refueling outage will require a change;in the scheduled submittal of analyses and technical specifications
<for modifications required to be completed prior to startup following the first refueling outage.
The staff provided target dates for its safety evaluations of several licensee submittals. Their target dates are indicated in parentheses for the items listed under I.B of Enclosure 2.
For I.B.9. " Emergency Operating Procedures - Procedures, Generation Package," (EOP-PGP) the staff requested licensee to advise them regarding the desired target date for completion of staff's review.
Staff said that its review is currently scheduled as a post-implementation review.
In this case, staff comments would require revision to already developed procedures, whereas preimplementation review comments could be incorporated into the initial emergency operating procedures, s

- For Item I.B.2, " Appendix R Audit Results" the staff indicated there were two areas that require further consideration by licensee and staff - uncovery of the core for 4 to 5 minutes when safety relief valves and low pressure coolant injection are used for safe shutdown cooling and unprotected suppression pool level instrumentation. Altogether there are about 25 open items resulting from the audit.
Applicant indicated that additional information would be provided the week of June 10, 1985.
Licensee said it plans to change the procedure for inplant safety relief valve tests by eliminating tests planned for Test Condition 6.
Results from tests run in Test Condition 3 appear to be adequate to satisfy the test objective.
A submittal providing test results to justify this change is scheduled for June 7.
Since Test Condition 6 is scheduled to be completed the last week of June, staff's safety evaluation should be completed prior to June 30, so that the testing mode will not need to be reestablished in the event elimination of the tests is not approved by the staff.
Licensee requested a conference call with Containment Systems Branch during the week of June 3 to discuss means for resolving issues related to Enclosure 2, Item I.C.6 " Encroached Pool Swell."
License provided target dates for several near term submittals.
These target dates are indicated in parentheses for items listed under I.C of Enclosure 2.
Item I.C.1 "DR/QR Final Report-MP&L Position" is considered in the May 31, 1985 meeting between NRC and MP&L.
Staff requested a conference all regarding licensee's intended testin extended operating domain)g under the program listed as I.C.3 "ME0D" (Maximum Licensee plans to run some tests for this program after completing startup testing - e.g. tests at 105% of recirculation flow.
The next meeting to discuss licensing activities will be held at the plant, the day following the SALP (Systematic assessment of licensee performance) meeting with MP&L.
During this meeting, MP&L will present plans for making plant modifications during the fall outage.
