.s APPENDIX A NOTICE OF VIOLATION Catholic University Docket No. 50-77 Washington, D.C. 20064 License No. R-31 As a result of the inspection conducted on June 4, 1985, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
Technical Specification 16.6.1.5, Reactor Administrator, requires that the Reactor Administrator be responsible for the daily administration of the reactor facility. In this capacity, he is responsible for the official files of the facility, including storage of such prescribed logs and records which are no longer required for current operation. He also must appoint an alter-nate prior to any periods of scheduled absence.
Contrary to the above, on June 4,1985 during a telephone conversation, the designated Reactor Administrator stated he was not in the employ of Catholic University during the summer months. No alternate, with full access to the official files, had been designated as required. As a result, all prescribed logs and records were not available for review.
This is a Severity Level IV Violation (Supplement II).
Pursuant to the provisions of 10 CFR 2.201, The Catholic University of America is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, considera-tion will be given to extending this response time.
