This refers to the meeting conducted at Region IV's request in the NRC Region IV office on May 2, 1985. This :neeting related to activities authorized by NRC License DPR-46 for Cooper Nuclear Station and was attended by Mr. P. S. Check, Deputy Regional Administrator, with members of the Region IV staff and Mr. L. G. Kuncl, Assistant General Manager-Nuclear, of Nebraska Public Power District with members of his staff.
The subjects discussed at-this meeting are described in the enclosed Meeting Summary.
It is our opinion that this meeting was beneficial and has provided for a better understanding of the protection requirements under 10 CFR 73 and the licensing commitments made through the physical security plan.
In accordance with Section 2.790 of the'NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Publi:: Document Room.

Subject:
Enforcement Conference On May'2, 1985, representatives of Nebraska Public Power District met with Region IV personnel in Arlington, Texas, to discuss apparent violations of the physical security plan for Cooper Nuclear Station.
The attendance list is attached as Appendix A to this Summary. The meeting was held at the request of NRC Region IV.
The apparent security violations were summarized and referenced to both the security plan and the regulations. These concerns related to the security systems maintenance and weapons qualifications. A confirmatory action letter had been sent to the licensee and its contents were reviewed.
The licensee's representatives advised of the actions that they had taken immediately after the inspection, what they had done after receiving the letter, the results of their studies, and what they planned to do for a total upgrade of the security program.
