Dear Mr. Barton:

SUBJECT:

RESPONSE'TO GENERIC LETTER 92-04 " RESOLUTION 0F-THE-ISSUES ~RELATED-T0 REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN. BOILING WATER REACTORS"-(TACNO.M84293)

~

This letter acknowledges receipt of your' response of' September 29, =1992, to Generic Letter.(GL) 92-04. GL 92-04 was_ issued by: letter. dated Augustil9; 1992, to all operating Boiling; Water Reactor _(BWR)-Licensee ~s.; GL 92-04: 1 requested licensees to promptly assess the impact on their-facilities-of; potentially erroneous level--indication due;to non-condensible: gases,.and to implement compensatory measures and long term corrective actions as:necessary.

We find acceptable:

(1) GPU Nuclear Corporation's (GPUN's) review and acceptance ofthe'BWR Owners Group' (BWROG) generic' analysis as being applicable to the '

Oyster Creek Nuclear Generat'ing -Station. 4 (2) GPUN'S endorsement of.the BWROG commitment, outlined in itscletter datedi _

August 12, 1992, regarding schedule and plans forEactions;to~ address _1 postulated errors in BWR water level instrumentation.

-(3) GPUN's endorsement-of the BWR0G's Emergency Procedures"CommitteeJ guidance. letter dated' August-19, 1992. - This. letter provides L guidance -

for operator action-in-the event of level indication errors 1due -to non-condensible gases during reactor pressure vessel;(RPV).depressurization.-

We also understandLthat you have sensitized your operators to-these; pote_ntial errors consistent with the BWROG guidance.

(4) GPUN's? commitment to implement the longer term BWROG finding resulting:

  • Mr. John J. Barton October 16, 1992, for response to instrument errors due to non-condensible gases. We feel that this guidance provides appropriate information for operators to adequately identify and deal with potentially inaccurate RPV ~

level instrumentation, and expect that this or equivalent guidance, has been incorporated into your station operations.

Should you have any questions, please contact me at (301) 504-3473.
